Why would FEMA buy 140,000,000 meals for 7,000,000 survivors if they didn't know something was up?

If nothing else, this makes me question the quantity, as that would be two meals daily for 7 million peeps for a period of ten days.
Lots more people in the NMSZ area, I'm gonna guess roughly 5 times that or 35 million people (all depending on how large an area is included in the count, and of course increased severity of a quake/quakes would make the numbers/area larger).
I've read recently that Mountain House was being hit big time for purchases by 'a government agency' not long ago, limiting their onhand stock for a while. Maybe this is to be a supplement to the Mountain house purchase?
And as to the ten day supply - the 3 huge quakes that hit in 1811-12 were stretched over a 7 week period, so a 10 day supply of anything is optimistic at best IMO.
In fairness, I don't think FEMA or any other organization could adequately prepare for all needs in event of a huge quake, much less a series of such.
Let's hope individuals are prepared/preparing on their own as Mizar suggested.
