Can't 'get to' that article yet, but with all this rain in Cali the thought has occurred - is it possible that the flooding and supersaturated ground might bring on 'the big one' (quakewise)?
Rocks do absorb water, and swell when they do so. Such swelling would increase the fracturing of the rocks and the friction between them, which has been linked to some quakes.

Also wondering about the wet Pac Northwest now, and the Mountain West area. We are experiencing a thaw like I've never seen in January (48 degrees here yesterday!), with rivers of runoff that refreeze each night. Our mountain is covered in clear sheets of ice this morning.
